Auditor should not be able to Archive reports, or access Archived reports #549

As an Admin, I do not want an Auditor to have the ability to Archive Report, or access Archived Reports.

When I create an Auditor, and this users logs in to the REPORTS page, the Archive Report & Archived Reports buttons are hidden.
