While republishing the update lock prevents republish from being run twice.
Unfortunately if republish gets stuck then update lock can remain enabled.
Which effectively disables all the documents belonging to that organization for 4 hours.
While someone is republishing if they exit the progress widow it should abort the republish and unlock the organizations documents.
There should also be a manual button to unlock it.
Also it really should just prevent someone from clicking republish again I don't see why it disables all of the documents for that organization.
