Add quark 0.0 #105

Quark at suckless.org Makefile used to create gen.lua It is the webserver I use, easy to package (probably no mantainership needed going forward as last commit is from 2022) and is preferrable to the more bloated nginx provided at oasis. Should I change the version number to the git commit hash? Quark hasn't really done any releases yet and there are no tags in its git repository (hence the 0.0).

The text in ver doesn't really matter, as long as it's changed when the submodule needs to be updated. I usually use the commit hash for this, and update the second part (r0) if we have any local patches that change.
