bump tz to latest release

Applied with a couple tweaks:

I removed the #ifdefs from tzdir.h, since we don't define those anywhere, and updated TZDIR to /share/zoneinfo, since we don't have /usr/share.
I regenerated data.lua using the awk command at the top. It seems that a number of aliases were deprecated and moved to the backward file, which we don't use.
