deps(opl-secret-ballot): Fix backend package name #13

Followup to https://github.com/oasisprotocol/playground/pull/5: The backend package name changed @oasislabs -> @oasisprotocol.

I just noticed the same problem with wrong package name, I have tested your fix and it resolves the problem.
