Tradista uses configurable workflows but, for the moment, there is no GUI to create and configure workflows.
The aim of this ticket is to create a Web GUI for for creation and configuration of workflows.
We should be able to create a workflow by Processing Org and by Product Type (Product Type scope depends on the configured product types in Tradista).
Workflow access must follow the segregation rule (by Processing Org).
It probably makes sense to allow administrators to create global workflows.
To be checked if Transfers's workflows should also be configurable (if no use cases are raised for that, this feature will not be implemented in this story but later in case of need).
