Deprecate pre-NATS Avena services #217

Currently there are services such as cell_logger, can_logger, and gps2tsdb whose functions are going to be taken over by NATS-based services such as cell_nats, gps_nats, and j1939d, which better fit the Avena model for ISOBlue, and when used in conjunction with a Jetstream to long term storage backend (file-based or DB storage) will perform the same function of these pre-NATS services. In the same way, services such as socketcand and oada_upload which are also part of other pre-NATS servers should be archived with the pre-NATS services.

I propose to archive all pre-NATS services and their dependencies into a legacy subfolder in the services folder, and services that currently have no maintainer into an archive subfolder. @abalmos Any thoughts on this?
