How to transcribe claims

What guidance should be given on transcribing claims (e.g. how should they be namespaced? Is there something we can borrow from OpenID Connect)?

Add disclaimer in 2.4.4 that formatting of transcribed claims is out of scope of this document. We need to add a reference to the Transaction Token spec to clarify this.
