This would probably be a good idea, but it seems the biggest problem is lack of
information. It might be a bit too niche a format to be worth putting in the
effort of a proper reverse engineering for. But it would certainly be nice to
have.
A quick look around turned up this, which is a small start, but it seems even
the attached file uses more advanced features than those listed in here:

FYI, there is a software that runs under Windows and is able to open an
Installer VISE application and extract embedded files the way Tome Viewer
(Apple Tomes) and Pacifist (.pkg) can do for their respective files.
The software is called Universal Extractor :

In order to decode Vise package, it is based on another software called
InstallExplorer :
