The waiting-room should not schedule users to downed oTree server.
A monitoring system will check oTree server livliness and publish info on ~Redis pub/sub system~ (use something local for now e.g. a function to quersy server stated and an event listener function to react to changes).
The waiting-room subscribes to the info and pass it on to the schedulers.
