Update Ruby and gem dependencies #37

This updates Ruby and basically all of the gem dependencies in use. It should fix the Heroku runtime error in #36.

I'm not thrilled with having to use Sequel.lit() so liberally now, but I need more time to understand all of the changes between sequel 4.6 and 5.17.

This is confirmed to work on Heroku runtime heroku-18.
