OBI_0001683 to relabel and add a general FISH class #771

The current label and definition of fluorescence in-situ hybridization (OBI_0001683) is explicitly about chromosomal integrity in both the textual and logical definitions. However, FISH is also used to detect RNA transcripts (i.e., gene expression) and we have a request to add a term of this type (see tracker item #783). We propose to relabel OBI_0001683 as something like: 'chromosome organization assay by fluorescence in-situ hybridization'. We would then create a more general class for FISH.

Made change in OBI. Did not add FISH since already had a class for ISH.
