Specified input issue for chromosome organization assay by FISH #798

http://purl.obolibrary.org/obo/OBI_0001683 chromosome organization assay by fluorescence in-situ hybridization (in-situ hybridization and (has_specified_input some 'binding constant') ....) 'binding constant' is a data item, is it something wrong here? Based on July 25, 2016 call, recommendation is to have a specified input that is the evaluant and to provide what that evaluant is.

Note this was originally part of #808 and made a new tracker item to address this specific issue (as opposed to general assay harmonization).

Came up again on Nov 21, 2016 call going over specified inputs to assays. Agree that specified input should not be 'binding constant'. A specified input could be 'molecular label'. For 'evaluant', and the pattern: C (has_specified_input some (% and has role evaluant role)) and (realizes some ('evaluant role' and ('role of' some %)) % = 'has part' some 'chromosome'
