New feature development: .

Backend:

add ability to create, store, manage and evict carts from anonymous users
add configuration for (un)authorizing anonymous users to create carts
secure anonymous cart access (content must be public)

Frontend:

modify header, search, network, study, dataset, variable, cart templates to handle this new cart configuration
update page scripts for persisting anonymous cart reference in the browser
on sign in, merge anonymous cart content with the user's one
