#4312 Anonymous user can have a cart (configurable, default is none) #4316

Basically the idea is that an anonymous user has a user ID which is set in a cookie. When not authenticated, the anonymous user carts (var, std, ntw) are associated to this ID. When authenticated, the subject's principal prevails.
