Add a preliminary application form

The purpose of the preliminary form is for the applicant to get a formal approval of research project that will help with getting the funding. Once the funding is secured, the main application can be filled-in.

There could be changes between the preliminary and the main, then to track these changes the data collected by the preliminary form will reinjected in the main's form model. FIXME what about the attachments?

The main form is not enabled until the preliminary form is approved.

The DAR's project title is first extracted from the preliminary form model.

The configuration will offer the choice:

• single main form (default)
• main form with preliminary form

The DAR page's menu will be updated accordingly:

Allow lock and unlock of the main form by the DAO, for the case of an applicant already having funding and willing to get the approval fast.
