#4349 Show differences with DAR form entries previously submitted and current ones

To facilitate DAR form reviews when it is a long one and changes are difficult to spot.

This feature is available:

• when there was a previous submission (compares only to the latest one)
• to users with mica-administrator and mica-dao roles
