Remove DAR Pre-Defined Action #4368

This functionality is no longer used. It was initially a demand from CaG but the latest modules no longer use the pre-defined actions.

There are a few pre-defined actions in CanPath but they do not seem to use them either besides tjhe fact that their new public templates are not using this feature.
