Do not add var taxonomy if it is included in another group #4396

Not sure I understand the use case, could you elaborate?

it's to fix an issue where one could have another vocabulary similar to variable_chars in the taxonomy of taxonomies. The issue was that the taxonomies were doubled (one copy goes under variable_chars and the other under the new group)
