Can't add annotations in Adjudication

What steps will reproduce the problem?
1. enter the adjudication mode
2. annotator can't add a new annotation by one-click or two-clicks

What is the expected output? What do you see instead?
eHOST should allow user to create new annotations in the adjudication mode and 
rerun the analysis function every time after a new annotation is added.

What version of eHOST are you using? On what operating system?
0324.1
Mac OS, Lion

It is not needed to rerun the analysis. When adjudication mode is on, 
everything added or deleted or modified is assumed to be done by the 
adjudicator. So new annotation should be considered "accepted" annotation 
automatically.

It needed. Every time an annotation is modified, the analysis function need to 
check all annotations again.  Then some annotations may be marked as 
"adjudicated", and others may have more differences got found and marked on 
screen.

Annotation can be added, but relationship cannot.
