can't reject/accept some annotations #186

What steps will reproduce the problem?
1. enter adjudication mode in later version of eHOST (version >= 0329)
2. choose an accepted annotation, create a new annotation under adjudication 
mode and make sure they two are overlapping.
3. try to accept/reject one of them in the diff panel.
4. system refuse to accept/reject them

What is the expected output? What do you see instead?
ehost should reject/accept.

What version of eHOST are you using? On what operating system?
eHOST 0329.11
Mac OS, Lion

Please provide any additional information below.

Which data batch are you using to test eHOST?
a local copy of AMIA Demo

problem fixed on version 0329.12
