1. Could a public annotation attribute has same name with a private annotation 
attribute.

2 rules could be stackable.

While using filter of attributes on the new navigation panel to select 
annotations, single rule could be stacked with the others. 

So, in easy words, it means we can use this filter to select some annotations 
with certain attributes and values, BUT we can't use it to select annotation 
WITHOUT some certain attributes and values.
