Test multi-GoRoot functionality

Ensure that multiple GoRoots are supported. Found, fixed critical bugs in this regard.

Also included:

• Refactor Loader to LoaderEngine
• Refactor LoaderContext to Loader
• Refactor types.Importer implementation into its own struct, LoaderImporter
• Remove dependence on TestContext
• Use Afero to simulate a file system
