As an user with permission to launch reviews, I want to be able to launch the review period with the current reviewer assignments so that the review process can begin in a timely manner.
Acceptance Criteria
[x] The review period dashboard for a period in Awaiting Approval state should have a button to launch the review period.
[x] If there are unapproved review assignments:
[x] Clicking the launch button prompts the administrator with a confirmation dialog warning them that there are unapproved review assignments and confirming that they would like to approve all of those assignments and launch the review period.
[x] If all review assignments have been approved:
[x] Clicking the launch button prompts the administrator with a confirmation dialog confirming that they would like to launch the review period.
[x] Confirming launch:
[x] Updates any unapproved review assignments to approved
[x] Transitions the review period to the Open state
[x] Canceling closes the dialog and takes no action
