Duplicate permission in R__Load_testing_data.sql is removed #2430

There's a migration error when we run the server locally

SQL State  : 23505
Error Code : 0
Message    : ERROR: duplicate key value violates unique constraint "tmp_role_permissions_pkey"
  Detail: Key (roleid, permission)=(e8a4fff8-e984-4e59-be84-a713c9fa8d23, CAN_ADMINISTER_SETTINGS) already exists.
