As an administrator I want the ability to query the amount of volunteer hours worked by group.
Acceptance Criteria:
⦁ A new report page for volunteer hours must be created.
⦁ The query will only be accessible to admin's and managers.
⦁ The report should have a start date field and end date field.
⦁ By defauly the report should display the last three months.
⦁ The query should have the ability to utilize the SelectMembers component/service that currently exists to allow the user to specifically select the users for the query.
