First Phase In Reporting Period #2470

As a user, when I begin a new reporting period it should read "Planning".

Acceptance Criteria:

⦁ Under Feedback, when a review period is initiated, it needs to state "Planning". Currently it states "Open". ⦁ Replace "Open" with "Planning".
