Inactive Teams and Guilds show up in selectors. #2743

Describe the bug Both Teams and Guilds that are inactive show up in member selectors. They should not be considered.

To Reproduce Steps to reproduce the behavior:

  1. Have at least one inactive team.
  2. Go to Team Skills
  3. Click on the + to select members
  4. Click on the Filter Value drop-down.
  5. See the inactive team in the list.

The same goes for Guilds.

Expected behavior Inactive teams or guilds should not be displayed.
