Phenotype (should go into uPheno): any attribute/character state; a character state that is typically ‘abnormal’ or a deviation from the typical character state; however ‘normal’ is also a character state, so it belongs to uPheno
Example: NBO:0000993 decreased frequency of drinking There is no text definition for this NBO term, but ‘increased’/‘decreased’ implies a character state, moreover a deviation from a typical character state.

Reach out to @rays22 on slack and meet him when he has time, and have him explain to you which terms should be in OBA, and which in uPheno. Once we know for each term which should be in OBA and which in uPheno, and perhaps elsewhere, we can make new term requests at these ontologies.
