The 'response to' 'chemical' type traits have been incorporated in OBA. See the table here.
I am keeping this ticket open, because there are some GO terms mentioned https://github.com/geneontology/go-ontology/issues/22210 that that include 'response to' more generic GO biological processes than just chemicals.
Background:
GWAS currently curates variants that are associated with changes in the response to some chemical using GO 'response to' terms. (biological process). We need OBA trait terms for these - which EFO will likely import for direct use in GWAS.

We need to turn these into OBA terms. The easiest way to do this is using the "entity attribute" pattern with GO terms in the entity position. However, GO is proposing to obsolete these terms in all cases where the chemical is not naturally occuring in the responding organism (response to Xenibiotic), so it would be better to use a compound entity pattern with a term from CHEBI instead
GO: "response to cannabinol" -> 'response to chemical stimulus 'and has_input some CHEBI:cannabinol.
