Moved CL PV-like to PCL #234

Note: as import terms somehow don't resolve - I'm adding axioms with RO and PATO IDs directly

@hkir-dev - see curation file, do we need to define 'pcl:' somewhere? there will be more and more pcl terms curated as we roll it out :) thanks

PCL is defined in https://github.com/obophenotype/brain_data_standards_ontologies/blob/PV-like/src/ontology/template_prefixes.yaml and https://github.com/obophenotype/brain_data_standards_ontologies/blob/PV-like/src/ontology/template_prefixes.json to be used by Robot and Dosdp.
