As one potential solution to #33, this PR does the following:

updates the license file from CC BY-SA 4.0 to CC BY 4.0 (an open license like this is an OBO Foundry requirement that is not currently met)
updates the annotation in the edit ontology file to be CC BY 4.0
updates description using text from OBO Foundry
