olatdv neither reports a date nor a data_version in OBO export #71

It would be useful for reproducibility purposes to include both of a date and data_version field at the top of the olatdvOBO file available at http://purl.obolibrary.org/obo/olatdv.obo

This is also the case for pdumdv

@fbastian - is this something you could address universally in the Makefile for all ontologies? Not sure when I'd get to it. Btw since you made the original Makefile we have a lot more standardized processes in odk you may be interested in..
