Add OWL dataProperty assertions for quantitative temporal renages #9

Step 1:

decide on model. E.g. one property per unit (e.g. dpf) -vs- generic property to 
quantity bNode that has magnitude and unit prop assertions

Step 2:

add these in an owl ontology. could be seeded by text parsing of existing 
descriptions or terms (e.g. trivial for terms like "64 years").

Bgee and mod folks want to keep the core edit file obo. So the owl would be an 
extension, import the purl.

Also not part of this issue ticket, but worth doing some other time: logical 
defs for HPO onset terms in terms of hsapdv
