Update Theiler stage terms to use TS namespace like the root Theiler stage class. #121

The Theiler stage terms have an unusual ID structure, which ends up in the OWL rendering as, e.g., http://purl.obolibrary.org/obo/emapa#TS12, instead of http://purl.obolibrary.org/obo/TS_12. The grouping term has the expected ID structure: http://purl.obolibrary.org/obo/TS_0.

These IDs are causing some problems in the GO Noctua system (https://github.com/geneontology/minerva/issues/449). @tfhayamizu would it be okay to make this change?

Some comments from our discussion:

I think it would be even better to convert the IDs to EMAPA IDs, e.g., EMAPA:TS12, thus IRI http://purl.obolibrary.org/obo/EMAPA_TS12. But it sounds like Theiler stages are considered a separate ontology.
If desired I could also generate obsoletion statements for the old ID structures.
If we proceed with the TS: IDs, I could help with OBO Foundry registration of the prefix.

The EMAPA obo file has been modified by MGI so that the ids for Theiler Stage terms are formatted as TS##.

The labels for the terms remain the same - e.g. [Term] id: TS:01 name: TS01

A public release of an updated file incorporating these changes has been been made via the Github repository.
