shouldn't premaxilla and incsisive bone be exact synonyms (and merged)?

Definitive evidence for this was somewhat difficult to track down (see attached for notes). Synonymy can be tricky, especially when dealing with resources based on different organisms (also see attached notes). However, in this case, the evidence seems to warrant a merge.
