Odk-ification #6

Faced some issues with imports and fixed using the following (might need relooking at as I'm not 100% of all the things in it): 1) for PR import, I copied over CL's PR import to make $(IMP_LARGE) = true. Noticed it is a bit different from the rest. Think there are some sparql stuff that can be removed in line 9 of pcl.makefile at minimum 2) extended NCBItaxon import to be 500 instead of 200 -> it was close to finishing in the error so I thought I just extend it and let it finish - worked.

Files might be a bit insane to review all, so maybe just check if pcl.makefile is ok. I've also left the ODK seed config file here https://github.com/obophenotype/provisional_cell_ontology/blob/ODK-ification/pcl-odk.yml
