Clarification of licensing w.r.t. import of axioms on Wikidata

After some discussion in CL GitHub (and after joining the meetings for a few years), I considered it was okay to add some new terms on Wikidata leveraging the CL infrastructure (with CL references, of course).

Here is one example of such terms imported from CL (immature alpha-beta T cell ): https://www.wikidata.org/wiki/Q116446818

The deal is that Uberon is in a CC-BY license and Wikidata is in a CC0 license, which creates possible conflicts (though it is a gray area).

Some questions, then, to clarify the licensing and what I could do:

• Can I make cross-references from Wikidata to Uberon IDs?
• Can I re-use the labels from Uberon terms on Wikidata?
• Can I import Uberon's part_of and subclass_of hierarchy into Wikidata?

All of the imports would have locally references to Uberon. However, reusers of Wikidata could, in theory, remove the reference chain back to Uberon.

The benefit to Uberon would be visibility on Wikimedia platforms, enhanced interoperability and the possibility of importing axioms from Wikidata if needed (e.g. Wikipedia xrefs and depicted_by/depiction images)
