resolve lobe vs cortex #412

I have encountered an issue related to this which results in somatosensory cortex and visual cortex being modelled differently which means that it somatosensory cortex is part of neocortex but visual cortex is not. I think the simplest fix (consistent with the somatosensory modelling) is to add a restriction stating that visual cortex is part of occipital cortex.

Incidentally, it is actually only primary somatosensory cortext that is part of the parietal lobe, somatosensory cortex generally is only part of some postcentral gyrus, which seems incorrect to me.
