new design pattern: layers #618

We need a design pattern for layers, and possibly zone/regions.

Rough elucidation: any laminar structure (most tubular vessels or organs, certain parts of the brain) can be subdivided along two orthogonal axes - e.g. proximal-distal vs superficial-deep. AOs frequently name these. E.g. lamina propria of jejunum. We need a DP to support automatic inference.

For OWL, it's easier if this the named classes are defined as "any part of the X layer(s) of the Y subdivision of S". We get a subsumption hierarchy. E.g. epithelium region of jejunum SubClassOf mucosa region of jejunum, epithelium region of small intestine.

However, it is more conventional and arguably intuitive to name the mereological sum, e.g. the maximal parts of the X layer that are within the Y subdivision of S. The hierarchy here is partonomy.
