PATO:quality used instead of PATO:process quality in conjunction with GO process or function #32

Not all of them will be wrong (when GO cellular components are used); maybe we can cut some of them down. But most of them are.

@ybradford will try to find a way to fix those in bulk! @matentzn says: careful not to fix cellular component classes!

from 11/21/19 meeting - it's not wrong so don't need to fix it right now - there is still discussion on this topic
