more specific label for 'results in formation of'; add relation for ENVO use

ENVO is currently using results in formation of in logical definitions like this:

• ecosystem fragmentation process EquivalentTo ecosystem process and (has input some ecosystem) and (results in formation of some ecosystem fragment)

However 'results in formation of' has a domain of GO 'biological process'. COB asserts disjointness between 'biological process' and 'environmental process' (see https://github.com/EnvironmentOntology/envo/issues/1374).

We should make (at least) two changes:

• Change the label for RO:0002297 to reflect its specific biological usage
• Add an appropriate relation for ENVO's use cases (needs input from @pbuttigieg, @kaiiam, @wdduncan, @cmungall)

• domain: biological process
• range: connected anatomical structure

@balhoff will make the label change. The change might be problematic for ENVO developers. A more general relation should come from ENVO.
