NTR: has output that measures characteristic #656

@matentzn @cthoyt In PR https://github.com/oborel/obo-relations/pull/655 I created the base term is characteristic measurement of (see #654) that can be used in the property chain:
process -- has output--> information content entity -- is characteristic measurement of --> characteristic

Can one of you (or whoever it was that wanted this term) provide a definition for has output that measures characteristic. I can then add the term to this PR.

In the PR, there is also a new term named is about measurement of characteristic defined as:

x is about measurement of characteristic y means that 
 - x is an information content entity
 - y is a pato:quality (characteristic)
and there is a process that utilizes x to output information that is about y.

But x is an ICE, and I thought needed x to be a process.
