Cache obs-websocket comments.js and release version pull to mitigate rate limiting during matrix builds #177

The travis matrix builds appear to be hitting in too rapid of succession or something, dunno. Either way, caching both responses would help to avoid issues and using a travis cache eviction would still ensure that new versions get pulled on master.
