If a user makes edits to a private notebook to which they only have view access, these edits cannot be forked. However, this restriction is not immediately apparent (unless you've made it a habit to always look for the Fork button), and a user may have made several edits before realizing that they cannot persist, and suggest, the changes.

Display a warning banner on a private notebook if the current user has only view access.
