Scroll position locked to anchor in Safari #406

Describe the bug

In Safari, if a notebook URL with a valid hash is opened, the scroll position becomes locked.

  1. In MacOS Safari (15.4), open https://observablehq.com/@ambassadors/input-history@2582#inputHistory
  2. Try to scroll to the top of the page

This seems to have been fixed.
