File import by dropping files onto the file arract icon. #425

I would like to drop files into a notebook by dropping them on the 'Open Data Pane' / file attachment icon. Like what happens when the Data pane is open.

We’ve talked about having the data pane pop open when you drag a file onto the window (or maybe Classic did this?). That would give a nice drop target for files.
