It seems builder for mac intel is broken.
Maybe has happen due to be built on ARM, in this case, building from intel should solve the issue. It does seems it's due to an JDK starting error and nothing else, but the builder can't be integrated in maven if that's the case.
Another weird issue is that SOMETIMES, installing it over an old installation makes it work, BUT only sometimes, which may lead to architectonical issues.
Personally, It's recommended holding it until end of CSD, and then swap to the new atmosphere, removing ALL Java Fx dependencies and maybe an electron build.
