Publish site options #739

Adjusted publish site options header positioning to build off the prior instructions.

Grouped them progressively.

You need to create to be able to switch. You need to switch to be able to change. You need to switch to be able to delete.

Then did the site options and fixed a grouping issue with the headers there.

Also did a sentence casing pass
