rtmp-services.json: Add "SOOP Global" platform

Description

“SOOP Global” was launched on May 30, 2024.

This platform is not a duplicate of the PR content of #11428, but a streaming service targeting a different region from the same company (SOOP Corp). (It means that although they both start with SOOP, the broadcast region and the URL itself are different.)

Of course, I think it is unlikely to be added, but I will try to check it this PR.

Motivation and Context

Add support for "SOOP - Global" in rtmp services.

How Has This Been Tested?

This test was verified by adding "Server" and "Stream Key" directly through "Custom" in the "Stream" tab.
Also verified to work in the latest development version 31.0.0-beta2
